Does the €2 handling fee apply to orders over €150?

Yes. The verified tracker states the €2 Union handling fee per item applies to distance-sale imports of any value from 1 November 2026. This is a key point: the fee is not linked to the €150 value threshold for the flat duty.

So, whether you are shipping a €20 item or a €500 item, the €2 per item category handling fee (plus VAT on that fee) will be applied by EU customs during clearance.
